But operations must be through the app following the terms of service, and motorcycle taxis must not provide services that lead to illegal behaviour.
Mr Sak Siam said the land transport policy, which gives open legal registration to all vehicle owners, allows land transport to extend the mandatory period from the original service, which must be stopped from July 15 and extended for no more than 60 days from July 16. At the same time, the 60-day period of land transportation must establish the files of motorcycle owners, and those who require the provision of public services must register and be handled by the regulations of the Ministry of Land Transportation. This regulation will aid the control of public service providers. Further, the land transport extension plan for not more than 60 days will be submitted to the Land Transport Commission for approval.
“Because some drivers currently use private or unregistered motorcycles to serve the public. There are currently about 10,000 motorcycles, including food delivery and passenger services. Therefore, land transport must get a legally license during the extended grace period. Those drives are planned to be a public service career; they must be legalised. If done well, it will be more systematised. It is illegal to recognise that the grace period has passed, and it is illegal to use a private vehicle for service.”
A group of riders on private motorcycles (black label) and public motorcycles (yellow label) filed a claim. To gain a clear understanding of the plight of rider groups and to take steps to address the issues of affected individual motorcycle riders (black label). the Ministry of Land Transport opens the registration for the Individual black label motorcycle drivers to provide passenger transportation services through the application systems. Drivers can register electronically through the Google Form “Register Affected Riders” between June 27 and July 26, 2022.
This information will be considered by the Bangkok Committee when it is due to pass the application and systematically organise motorcycles, which includes the Bangkok Ministry of Land Transport and other relevant obligation agencies to manage public motorcycles (yellow label), and consider making public Guidance for private motorcycle (black label) drivers who want to register as public motorcycles (yellow label) must apply for entry into the legal system within the specified time.
